The United Nations might recognize Iraq's Governing Council in a
Security Council resolution before the June 30 deadline for the return of
sovereignty, a prominent council member said Wednesday.

"At the transfer of sovereignty, it is natural that the United
Nations recognizes this government, and this recognition might even happen
before the transfer of sovereignty to the Iraqis," said Adnan Pachachi, head of
the Iraqi National Congress. "In any case, a resolution will be voted" by the UN
Security Council, he said during the council's weekly press conference. Pachachi
said "there are ongoing negotiations on whether to issue the resolution before
the June 30 deadline for the transfer of sovereignty by the coalition authority
to the Iraqis or after June 30."
During the conference, Mohammed Bahr al-Ulum, current president of
the Governing Council, said Iraq was "keen to participate in any Arab summit" in
the future.
On Saturday, Tunisia called off the Arab summit it was to host this
week, an unprecedented move it said resulted from a failure to include Tunisian
changes to a plan on Arab political reform. The summit would have been the first
formal gathering of Arab leaders since the US-led overthrow of Iraqi dictator
President Saddam Hussein last April. The Governing Council had been hoping that
the summit would pave the way for Iraq's formal return to the Arab League
